Smoke-Free Newton

Ken was the author and lead sponsor of the 1993 Smoke-Free Newton Ordinance, which made Newton the first city in Massachusetts to prohibit smoking in public places, including restaurants. The ordinance also included the toughest penalties of any community in the nation for selling cigarettes to minors and has been used as a model for local and state laws around the country.
